hi,
someone has created a petition on the microsoft windows 10 suggestions forum. This petition erges microsoft to code a fully functional native screen reader for windows 10. If the petition gets enough votes, microsoft will consider this for inclusion into windows 10. If you support this, you can sign the petition at

Did I miss the boat here? Is Windows 9 already out?

No. Microsoft Skipped 9. They felt the new system will be a wide upgrade, so they went to 10.
It is said they'll not upgrade Windows in the same manner as they have, but do it like they do Office instead.
I'll sign. Might be interesting to see what they do.

Well as long as they don't make Windows 10 cumbersome in the same manner they have Offfice ever since 2007. Honestly I know they're technically accessible, but those ribbons are still a nightmare.

Narrator is good enough. Presumably Jaws and NVDA will work with Windows 10 when it becomes avvailable to the masses, so this isn't an issue.
